Use case
One site list and one people list, in step with HR.
HR holds the list of sites and the list of people. The AED register needs the same site names. If the two lists disagree, a device can sit under a site name that HR does not know.
The register keeps a location path: building, floor and room. Your team filters by site, and the overview shows the sites total. The site names come from your team, so they match the names you use.
When a site custodian changes role, the record still shows the last custodian and the last inspector. The program manager updates the record by hand.
When a person leaves, the account and the custodian record need a review. Nobody sees that review in a spreadsheet of AEDs.

Sites and locations
A device carries a site and a location path. The path is building, floor and room. The Fleet register filters by site and by brand. The overview shows the sites total and the per-site counts.
The site filter and the brand filter work together, so your team can see one brand at one site.
The device history keeps location changes, so your team sees when a device moved.
People
Site staff are invited into the account. The record shows a site custodian (the person who looks after a site) and the last inspector. Devices are assigned to a person. confirmed role and permission model
